Together with two 704 class prototypes for Czechoslovak State Railways, a third – named the T 237.0001 – was produced for industry. The industrial version of the new two-axle locomotive was essentially the same as the railway version, but had a heavier underframe with a 60 mm thick buffer beam. Whereas the prototypes (for both Czech Railways and industry) had a separate cooling block next to the engine, the series version has a car radiator in front of the engine with a fan driven by V-belts from the engine crankshaft. A trial series of ten T 238.0 locomotives was produced in early 1991; two units were exported to Hungary under the A31 class ID (T 238.002 and 003 are unoccupied). Series production of T 238.0 locomotives then continued in the 1990s in two series; after 1995, the locomotives were renamed the 704 class with inventory numbers of 501 and above (a value of 500 was added to the original inventory number).
TRS radio remote control units were installed in two locomotives in 1999. In locomotive 704.530 the original Liaz M2 560 engine was replaced at JLS with a 299 kW Caterpillar 3406 DI-TA unit while retaining the original TA 611 traction alternator and the original engine cover with a minor alteration to the roof above the radiator. At the same time, the compressor air connector was replaced with an EKA 250 electromagnetic one. In 2000, JLS installed a remote control unit and 010 trailer-car connection gear in Viamont’s prototype locomotive 704.401.
