The 799.0 class locomotive was the product of a comprehensive upgrade of the original 700–702 class, chiefly for shunting in engine sheds. It is a dual-mode traction vehicle with electric power transmission and a top speed of 10 km/h in diesel-electric mode and 5 km/h in accumulator mode.
The following parts from the original locomotive have been used: the underframe and buffers, including axle gearboxes and mechanical brake part. The driver’s cab is the same as the 798 class cab but is positioned symmetrically. The engine and auxiliary drives are located in the front hood and the batteries are mounted in the rear section. In diesel-electric mode the locomotive is driven by a 37 kW Zetor Z5801 engine connected via a flexible coupling to an A225 traction alternator, which powers one TE 022 traction motor. In accumulator mode, the traction motor is powered from a 70 KPM 250P traction battery with an output of approximately 19.5 kW.
The TE 022 motor drives a new mechanical traction gearbox via a flexible coupling. Power is transmitted to the axles via the original cardan shafts and axle gearboxes. Drum brakes are mounted on the coupling between the traction motor and the gearbox. The locomotive is also equipped with a regenerative EDB, hand brake and emergency track brake. Pneumatic equipment has been reduced to a minimum, consisting solely of sanding lines and the horns. The compressed air source is the compressor forming part of the engine. A total of thirty-nine 799 units were supplied from Jihlava to Czech Railways between 1992 and 1997. In 2000, the series was concluded with the delivery of two locomotives, of which 799.040 is fitted with a remote control unit.
